What is the reasoning behind not allowing Clubs at our level to have the names of players on the back of shirts?

i think it could be somthing to do with alot of non league squads chopping and changing quite often through out the season.
 alot of teams end up using up to 30 odd players and if you have to give squad numbers it usually means theres a cap on the amount of players aloud

It's up to the league themselves, to give the regulation - the Conference have it in the Conf Prem, but not North and South
