How is it policed? Does he have to report to Peterborough police station at a certain time every Saturday? If not he can just jump in his car and go and watch any non lge game who would know?

I believe they have to surrender their passports when England play away (including torunaments), at a Police station, and if found inside a football stadium, they are brought back in front of the courts for breach of a ban.
It won't prevent the guy from going to a game, but it's a risk to do so.

As I thought un-policeable. Make him do community service every Saturday in the football season for the next 3 years. At least that would stop him from seeing 90% of football and give him food for thought concerning his attitude and his actions.
